When Congress passed The American Recovery and Reinvestment Act of 2009 it extended many consumer tax incentives that were introduced in the Energy Act of 2005. They also amended the Emergency Economic Stabilization Act of 2008.
And, when President Obama signed the economic stimulus bill, it opened the door for homeowners to make substantial energy efficient and renewable energy home improvements.

RESIDENTIAL RENEWABLE ENERGY TAX CREDITS
Consumers who install solar energy systems (including solar water heating and solar electric systems), receive a 30% tax credit for systems placed in service before December 31, 2016; the previous tax credit cap no longer applies.
WASHINGTON DC RENEWABLE ENERGY INCENTIVE PROGRAM
Systems must be at least 1 kW in order to qualify and should be sized not to exceed on-site energy consumption as measured for the previous 12 months. There is no maximum system size, although incentives are capped at $33,000 per site per fiscal year. The current incentives for solar and wind energy systems are as follows:
- $3.00 / watt for first 3 kW installed capacity
- $2.00 / watt for next 7 kW installed capacity
- $1.00 / watt for next 10 kW installed capacity
MARYLAND SOLAR ENERGY GRANT PROGRAM
Solar Photovoltaic: System must be under 20kW to be eligible; maximum grant amount is $10,000.
- $1.25/ watt for the first 2,000 watts of capacity
- $0.75/ watt for watts 2,001 – 8,000
- $0.25/ watt for watts 8,001 – 20,000
Solar Hot Water: 30% of the installed cost up to $2,000 maximum grant.
MARYLAND COUNTY PROPERTY TAX CREDITS
- Anne Arundel County – Solar Energy Equipment Property Tax Credit
- Harford County – Property Tax Credit for Solar and Geothermal Devices
- Howard County – Residential Solar and Geothermal Property Tax Credit
- Montgomery County – Residential Energy Conservation Property Tax Credits
- Prince George’s County – Solar and Geothermal Residential Property Tax Credits
